JOHN LESMAN, PRESIDENT

John LesmanJohn Lesman has over 20 years of professional experience in project management, environmental consulting and permitting. John originally entered the development community as an environmental consultant in the early 1990’s. In the mid-90’s, John joined the South Florida Water Management District where he gained extensive experience in the review and permitting of projects through multiple criteria, including Environmental Resource (ERP), Management and Storage of Surface Waters (MSSW), and Wetland Resource Management (Dredge & Fill) permitting. John joined Bio-Tech Consulting in 2004 where his experience and abilities include extensive permitting knowledge, including “grandfathered” projects, and development related environmental troubleshooting & issue resolution. John has an exceptional grasp of the new Unified Mitigation Assessment Methodology (UMAM), which is used to determine mitigation requirements. In fact, he participated in some of the original UMAM workshops and served as an instructor at SFWMD sponsored UMAM training events. John is currently the President of the Central Florida Association of Environmental Professionals (CFAEP) and has served as President of the State Chapter (FAEP). John was appointed by Governor Charlie Crist and is currently serving as a member of the East Central Florida Regional Planning Council.


JENNIFER CUMMINGS, VICE PRESIDENT

Jennifer CummingsJennifer Cummings is the Environmental Program Supervisor with the Orange County Public Works Department. At Public Works she oversees all of the environmental aspects associated with various projects, such as managing consultants, working with project engineers, permitting projects and performing listed species surveys. Prior to her current position, Jennifer worked with the Orange County Environmental Protection Division where her duties included supervision of the Environmental Permitting and Compliance Section. Overall she has been with Orange County Government for 11 years. Before coming to Orange County she worked for Creech Engineering, Weidener Surveying and Mapping, Florida Fish and Wildlife Conservation Commission, and Berryman and Henniger. Jennifer graduated from Rollins College with degrees in Environmental Science and Growth Management. She is a supporter of the Back to Nature Wildlife Refuge, Defenders for Wildlife, and the Audubon Society organizations.


AMY GUILFOYLE, SECRETARY

Amy GuilfoyleAmy Guilfoyle is the District Manager at PPM Consultants, Inc. in Orlando. Amy received her BS in Biology from the University of Central Florida. She is a qualified environmental professional with experience conducting phase I/II environmental site assessments, contamination assessments, remedial planning and implementation, tank closures, permit application, SPCC plan generation, and compliance audits. Amy is also active in the Florida Brownfields Association.

 


VICTORIA COLANGELO, TREASURER

Victoria ColangeloVictoria K. Colangelo is the Vice President of Mitigation Marketing, LLC where she administers the statewide effort for the marketing and sales of 22 wetland and habitat conservation mitigation banks which comprise of 35,000 acres of environmentally sensitive wetlands. She focuses her skills towards wetland mitigation projects, governmental regulatory politics, developer/environmental engineer relationships, and environmental interest groups. Victoria is the Past President for Orlando Young Professional Leadership Group, Associate Member of the National Mitigation Banking Association, Treasurer of the Florida Association of Environmental Professionals, and currently serves as President of her homeowners association in Seminole County, Florida. She also volunteers her time with Big Brothers Big Sisters.


MARK BRANDENBURG, BOARD MEMBER

Mark BrandenburgMark Brandenburg is a Senior Biologist/Regional Manager of Environmental Services at Miller Legg. Mark received his BS in Biological Sciences and MS in Ecology of Marine and Freshwater Ecosystems from Florida Atlantic University. Mark has over 13 years experience and is a Certified Ecologist with the Ecological Society of America, a Professional Wetland Scientist with the Society of Wetland Scientists, and an Authorized Gopher Tortoise Agent with the Florida Fish & Wildlife Conservation Commission. At Miller Legg, Mark is responsible for managing and performing natural resource studies, including wetland assessments, permitting and mitigation design, seagrass, coral, and endangered species surveys, NEPA documentation, as well as other environmental services. Mark served as President of the Treasure Coast chapter of the FAEP from 2002-2006.


FRANK GIDUS, II, BOARD MEMBER

Frank GidusFrank J. Gidus, II, LEP, serves as Principal Scientist and President of Gidus Ecological & Environmental Group, LLC in Winter Park, Florida. Frank is a Licensed Environmental Professional (LEP) with the International Society of Technical and Environmental Professionals (INSTEP). He is a Florida native and has over 18 years experience in environmental and ecological consulting, site planning, permitting and project management. His experience includes environmental/ecological assessments, Environmental Resource Permits (ERPs), Phase I and II Environmental Assessments (ESAs), wetland jurisdictional determinations, wetland impact permitting, mitigation planning and restoration, threatened and endangered species surveys, impact assessments, technical reports, aerial photo-interpretation, SCUBA diving, and various other related services. He has also been extensively involved in projects including water use permitting, manual and remote data logger installation and maintenance, aquifer performance testing, data collection, soil and water sample collection and analysis, well installation, underwater sediment sampling, contamination assessments and contamination remediation. He has conducted over 800 Phase I and Phase II ESAs and has been involved in numerous other hydrological assessments. Frank has a degree in Environmental Studies and Growth Management from Rollins College.


CAROLYN MALPHURS, BOARD MEMBER

Carolyn MalphursCarolyn Malphurs is an Environmental Scientist working for The LPA Group, Inc. in Lake Mary, Florida. Carolyn received her B.S. in Wildlife Ecology and Conservation from The University of Florida and her M.S. in Environmental Resource Management from The Florida Institute of Technology. She is an Authorized Gopher Tortoise Agent and certified by The Wildlife Society as an Associate Wildlife Biologist. By the end of 2011, she will also be a qualified airport wildlife biologist, which will permit her to conduct formal Wildlife Hazard Assessments at airports. Carolyn has experience with UMAM Analysis, wetland delineation, ecological assessments, mitigation design, listed species surveys, Gopher Tortoise permitting and relocation, local, state and federal wetland permitting, and the preparation of documentation following the PD&E Manual. Prior to consulting, she worked as a Field Technician for the U.S. Geological Survey assisting in the research of the Diamondback Terrapin in the Chesapeake Bay.


JENNIFER THOMSON, PAST PRESIDENT

Jennifer ThomsonJennifer Thomson is a Senior Environmental Analyst with the South Florida Water Management District’s Orlando Service Center. In her role at the District she is responsible for reviewing ERP, Surface Water and Water Use permit applications. In addition, she is responsible for the review of mitigation bank permit applications, conducting Formal Wetland Determinations, DRI reviews and managing large-scale mitigation projects. She has over 10 years combined experience in both regulatory and private consulting positions. Her expertise includes wetland ecology, UMAM evaluations, sovereign submerged lands issues as well as local, state, and federal permitting. Jennifer has served as CFAEP Secretary for two years and is involved with many organizations including Leadership Osceola, ASCE, OOCEA Environmental Advisory Committee, myregion.org, Florida Greenways and Trails and the Florida Association of Counties. Jennifer has a B.S. in Environmental Science and a B.A. in Political Science from Eckerd College in St. Petersburg.
